It looks like Bell lobbied the CRTC enough to keep up their anti-competitive practice of throttling third-party traffic based on content. As a result, all canadian homes can continue to enjoy shitty Internet connections without any option for something better.
In related news, Sony, Disney, Paramount et al are suing Australia's second largest Internet Service Provider because they are helping their customers violate copyright.

You misinterpreted the CRTC's pro-competitive decision. Ensuring standard shitty service was the CRTC's intent. Because Bell is providing shitty service to its customers, they have the right to ensure that all competitors have equally shitty service. Allowing other ISPs to not provide shitty service would simply be anti-competitive. The CRTC's mandate is to cater to the shittiest common denominator and then let the competition begin.
